We have received a tract, which has been stated to us as having been published with the sanction of the French government; it is an enquiry into the conduct of the belligerents towards neutrals; the conduct of England and France during the war, appears to be examined and compared, and great pains taken to show that the conduct of France was not from choice but forced upon her by the policy of her rival; we have not had time to go through the pamphlet deliberately; but read it rapidly 'with the fingers.' We shall look over it again, and if it presents any thing meriting publication we shall give a translation of it.—Aurora.
