Buenos Ayres, August 7.--The new viceroy is arrived, and Liniers has resigned his command, and has retired to Mendoza, a town 300 leagues up the country. Liniers had orders from the Supreme Junta to repair to Spain, to answer the charge brought against him by Gen. Elio, Governor of Monte Video--but he resigning his command, refused to go, alleging the unsettled state of that country as an excuse. All the Creoles are on the side of Liniers, as he disbanded the old regiments of Spain, and placed Natives in their places, which caused much jealousy among the old troops, particularly much jealousy was excited against a Lady of French extraction, who has in consequence taken her passage on board an English gun brig, the Steady,--for Rio Janeiro, carrying with her her family and property. The new viceroy has been invested with most extraordinary powers; those of life and death are even deposited in his hands. The British merchants applied to know how commerce was to be conducted in future? His answer was, that he had been commanded to put a stop to all contraband trade in the River Plate, and to put an effectual stop to it, both sides of the river are doubly guarded. Trade, of course, is at a stand here; a new Governor has also arrived at Monte Video, and General Elio is named commandant of the troops at Buenos Ayres; but on account of their dislike to him, he remains at Monte Video, and the new Governor of that place comes in his stead.
