The first case of the year in which a motor vehicle operator has been denied a license and appeal as the result of violation points has been heard by Public Safety Commissioner Jack M. Monsanto.
Elroy Donovan, 18, of Estate Nadia, was denied issuance of a license even after appeal to the commissioner. He has accrued 22 points for motor vehicle law violations in calendar 1961 and is thus over the 18 limit which means a permit to drive can be denied for one year.
Commissioner Monsanto reminded Donovan he has the right to appeal further to the judge of the municipal court.
Among Donovan's infractions in '61 were reckless driving (5 points), speeding (4 points) and two careless driving charges (3 each).
The ruling is that anyone with over 10 points is denied an operator's license for three months, 13 or 14 points means denial for six months, 15 to 18 is nine months and over 18 is one year.
Seventeen other persons have ten or more points and stand to lose their licenses for various periods.
