FOREIGN.

NORFOLK, May 23.

The fast sailing ship Scipio, Captain Hatton, arrived in Hampton-Roads last evening, in the remarkably short passage of 28 days from Liverpool. The polite attention of Captain Hatton and a commander stand has furnished the Steam-Boat Hotel Reading Room with several Liverpool papers, the latest 21st, and London to 18th April, inclusive. They are filled with accounts of the internal feuds which distract that country and Scotland: trials for High Treason, and other indications that a revolutionary spirit is rapidly gaining ground, which if it does not eventually overthrow, will convulse the present Government of England! to its centre.— We have made as copious extracts as our time permitted, before the departure of the mail.

Prices at Liverpool, 10th April—James River Tobacco, 3 1/2 a 4d; Cotton, Geo. upland 1 1/2d a 1s.; New Orleans 1 1/4d a 1s.2 1/2d. : Sea Island, good to fine, 1s. 8d. a 2s.3d. ; do. ordinary to middling, 1s.2d. a 1s. 7d.

The intelligence from Glasgow and Paisley this morning, is of a satisfactory character, so far as relates to the continuance of tranquillity in that quarter.— There exists, however, among the baffled Radicals, a sullen, angry, and disappointed spirit, which only lacks an occasion to manifest itself with revolutionary fierceness. This disposition may, indeed, be repressed, by the strong arm of power: but it must be eradicated by other means.

We have received, from a correspondent who had accurate means of knowing the whole transaction, an interesting account of the origin and progress of the disastrous affair at Greenock. It deserves to be read with attention for it, entirely exculpates, from all shadow of blame, the conduct of the Port Glasgow Volunteers. Men who gratuitously step forward to protect the public peace, and uphold the laws, with the willing sacrifice of many personal interests and comforts, are not to be baited by a ferocious rabble, and unresistingly immolated, because they happen to have fire-arms in their hands. A few inflammatory tears may be shed, perchance, over the misguided populace; but they will not obliterate the im- prescriptible right of human nature, that of self defence. When soldiers suffer themselves to be quietly pelted by an insolent mob, like some detested wretch in the pillory, then their conduct is exemplary; if they are killed, it is lamentable indiscretion, on the part of their assailants; but if they kill—oh! what patriotic sighs are breathed, over the victims of military execution. This insidious sympathy is an admirable provocative to popular excesses, but it is fit they should know who deem it brave to attack men from whom they are taught to anticipate no retaliation, that a soldier's discipline does not always fetter the conduct of nature.
