One of the first measures decided upon by the Allied Sovereigns, at Aix-la-Chapelle, is the immediate withdrawal of the foreign troops now supported at the expense of that country. This step has been long contemplated, but the clashing of opinions, on the subject of the tranquility of that kingdom, has prevented the European potentates from declaring on the measure. It is difficult to ascertain, distinctly, to whose influence this project was owing, the term of occupation, as decided upon by the treaty, not having yet expired. The withdrawal of the troops will relieve France from a very heavy burden; and there is no appearance of any hostilities on the continent which may require the surplus of troops, except the Russians contemplate an attack upon the Turks. A new epoch opens for France, which, if judiciously improved—if the defects of the old system are discarded, and its excellencies adopted; if measures suited to the times, and to the genius and disposition of the people, are adopted, that country will be one of the most flourishing and prosperous on the continent. A new levy of troops has already been ordered by the king, who, it appears, is not unmindful of the former glory of France; and, however pacific his present policy may be, he cannot be insensible to the great military talent which yet exists, and opportunities will be improved to keep alive that spirit. A tolerant and mild disposition exists towards the exiles whom the political situation of France has driven from that country: it is presumed they will now be recalled. Commerce receives greater encouragement than it did under the late dynasty, and manufactures flourish in every town. Under such a state of things, the burthen of supporting foreign troops being taken off, it is reasonable to infer, that measures of a more vigorous and active character will be shortly adopted, which may very materially strengthen the political situation of France.—Nat.
