Belief that a crude oil price subsidy might be better than nothing at all, as far as Montana producers are concerned, is expressed in a letter written Chester Bowles, OPA administrator, by E. B. (Hardrock) Coolidge, prominent Montana independent.
Pointing out that producers in other states are already receiving subsidy aid, Coolidge's letter says:
"Now that the battle to get an increased price in crude is apparently over, which to my mind was the only fair and equitable way to increase reserves, save the stripper wells and protect the independents, I understand that the administration is working on a subsidy program.
"The price of gasoline has gone up one cent since the start of the war, which was more than enough to justify an increase of 35 cents a barrel, but the poor producer did not receive it. There was no necessity at this time to give any increase in price of refined products."
