March 16. The importation of tallow from America is rapidly increasing, to the consequent decrease of the importation of the same article from Russia. The change is particularly advantageous to this country, as the Americans in return take more of our manufactures than the Russians ; the importation of American tallow ought therefore to be encouraged in preference to Russian, though every measure ought in policy to be taken by the Legislature to decrease the importation of tallow, by increasing the consumption of oil, and thereby affording the greatest possible encouragement to the British whale fishery.
