The closing scenes of the senate on the 4th are represented in the press dispatches as being boisterous and disgraceful in the extreme. A number of enrolled bills were thrown upon the speaker's table and were being signed by Mr. Ferry, who was acting president, without being read, some of them had not even been passed, and this proceeding was not stopped until a most persistent effort was made upon the part of some of the more gentlemanly senators. The hands of the clock were turned back a few minutes before 12, and the wildest confusion prevailed. The amount of drunkenness and rowdyism that is exhibited by the average congressman now-a-days is enough to disgrace a far less enlightened country than the United States.
