The Board of Education met in regular session last evening. Seventeen members were in attendance.
The Finance Committee reported in bank a balance of $16,764.23.
The following report which was presented by the Committee on Teachers, was adopted: Your Committee on Teachers have received and accepted the resignation of Miss Marion A. Black, the third assistant in the boys' school No. 4. Also we have made the following appointments: Miss Mattie Craig, third assistant No. 4; Miss Lizzie C. Van Trump, assistant principal No. 15; Miss Ida Cars. wedl, assistant principal No. 11; Miss Addie Conner, first assistant No. 11; Miss Louisa Gould, second assistant No. 2; Miss Mary J. Wheeler, third assistant No. 2; Miss Eliza Regan, fourth assistant No. 7; Miss Anna H Trump, fifth assistant No. 7.
It was ascertained after some discussion that the committee on Teachers, had authority to make these changes without the sanction of the Board. Dr. Grimshaw gave notice that he would offer an amendment to the by-laws which gives such authority.
A schedule of studies for the grammar and primary schools of the city, mentioning the number of studies and the names of text books was reported by the Committee on Revision of studies. Dr. Shortlidge opposed the introduction of Felter's Arithmetic, as provided by the schedule. He said that if a change was made it would cost $900. Mr. Kenney stated that if it would cost that much he would not approve of the change. He favored the adoption of a part of Brooks and a portion of the New American Arithmetics. Mr. Lobdell thought that Felter's arithmetic was the best book that could be obtained. He held that it could be gotten for $641.52.
Dr. Shortlidge moved that the arithmetic question be laid over until the next meeting night. Mr. Kenney objected and said that the action of the Board in regard to the question of the revision of studies is being commented upon by the public and also by the press. Dr. Grimshaw said that it would be better if the papers devoted more time to educating the people than to writing nonsensical articles. He concluded by casting an imputation on the grammar used by some reporter.
Finally the ayes and nays on the adoption of the motion were called with the following result: Nays.-Messrs. Baird, Betts, Brooks, Fuekel, Grimshaw, Hazlett, Lannan, Lobdell, Kenney, Morrow, Pusey and Conrad-12. Ayes.-Messrs. Heisler, Jacobus, Kyne, Lally and Shortlidge-5.
Dr. Grimshaw moved to amend the motion to adopt the report on the schedule by striking out, under the question of arithmetic for the Primary Department all the Felter's arithmetics mentioned for the fourth, the fifth and sixth grades. The report of the schedule as amended was adopted.
On motion of Dr. Grimshaw Felter's Arithmetic was referred to the Book Committee with the request that they report at the next meeting of the Board. Also on motion of Mr. Lobdell a number of spelling books, readers and elementary grammars were referred to the Committee with the same request.
The superintendent reported that during the month of September teachers had been absent on account of sickness, 34 days; on other accounts, 18 days.
The Committee on oral instructions was discharged. The Superintendent was authorized to procure twenty-two copies of blank books.
The appointment of the following committee on night school was announced: Messrs. Grimshaw, Baird, Kenney and Fuekel.
The appointments of J. Weiser, janitor of No. 3 school, and Mr. Spencer, janitor of No. 2 school, were confirmed.
The committees of the following schools were authorized to make repairs at a cost not to exceed the following amounts: School No. 13, $20; No. 15, $6; No. 8, $30; No. 3, $3.
The committee on school No. 10 was authorized to buy carpets for three platforms, at a cost not to exceed $45. The committee on school No. 10 was authorized to put up new curtains, the contract to be awarded to the lowest bidder.
