By Captain Doubleday, from Jamaica, we received papers to the 27 of September; they contain nothing very material. -- Capt. Doubleday informs, That two days before he sailed, an express arrived there from England, with positive instructions to the Governor, prohibiting any further commerce with the United States of America, which the mercantile interest of that island were highly displeased with, as they were in future to be supplied with lumber only from the flourishing government of Nova Scotia, and grain, cattle and horses from Canada.
