The most important public meeting since the proclamation of war, assembled in the great manufacturing city of Lowell, Massachusetts, on the 2d inst. Long before the hour arrived for calling the meeting to order the City Hall was crowded. Col. Bancroft, the Mayor of the city, was appointed President.
