WASHINGTON, June 9. (UP)-Two senators today blocked immediate senate consideration of legislation to narrow the age limits of the selective service act and to give the president specific authority, under that law, to commandeer strike-bound defense plants.
L. McNary of Oregon and Sen. Robert M. LaFollette, Prog., Wis., objected to immediate consideration of the age-limit measure, to which a commandeering amendment was to be offered by Acting Senate Administration Leader James F. Byrnes, D., S. C.
The proposed amendment would make it unnecessary for Mr. Roosevelt to use his general emergency powers as commander-in-chief of the armed forces to take over struck defense plants. He used the latter powers in having the army take over the North American Aviation company's plant today.
McNary said he did not believe the senate should consider the bill immediately because the proposed amendment was not in printed form and thus would result in "confusion."
The main section of the bill would empower Mr. Roosevelt to defer from selective service training all men who are more than 28 years old. The present age limit is 21 to 35, inclusive.
