Representative Doughton, Opening Debate on Reciprocal Trade Program, Lauds 'Statesmanship' of Secretary.
Washington, Feb. 19.—(AP)—Representative Doughton, Democrat, North Carolina, opened debate today on the reciprocal trade program and coupled an unreserved endorsement of the system with a tribute to the 'statesmanship' of Secretary Hull. Doughton, chairman of the ways and means committee, said that the system of Republican tariff writing in contrast was a 'grab-fest' which produced 'logrolling, horse trading, and back scratching'. Asserting that the present Democratic administration had 'met the problem squarely' Doughton urged the House to approve a resolution which would continue that system for another three years. The program will expire June 12 unless renewed. House Democratic leaders said that there were no doubts that the House would approve the renewal when the roll is called toward the end of this week. 'I cannot conclude my remarks in support of this farsighted and extremely beneficial program,' Doughton said, 'without rendering a tribute to the one above all others whose statesmanship, broad experience, tact and perseverance has made the administration of the reciprocal trade program so successful. In my opinion the Honorable Cordell Hull is one of the greatest secretaries of state this nation has produced.'
