GENERAL HINDS SPEAKS HERE

Discussing the war department's side of the air service controversy, Major-General Hinds of Fort Sam Houston, Texas, commanding general of the Eighth Corps Area, addressed about 75 Nogales businessmen, officers of the 25th Infantry, and officers of the Mexican garrison in Nogales, Sonora, at the Officers Club at Camp Little yesterday afternoon.

General Hinds also discussed the budget system, and recent cuts in the army. The general is making his annual tactical inspection of troops in this area.

"I do not think the air service can ever be an independent thing," said General Hinds. "I believe the war department has been treating the air service properly, and it looks to me that only Congress can do those things that the critics are advocating."
