Sees Rise for Employment in Spring Quarter

Increase in Working Force Will Keep '49 Below 1948's Record

WASHINGTON--Total employment is expected to rise in the current quarter, but will not reach the high levels of 1948. Seasonal factors are expected to increase employment in nonmanufacturing industries.

Robert C. Goodwin, director Bureau of Employment Security, said that upwards of a million young people entered the labor force last year, and hundreds of thousands of veterans and other youths will leave school in the next few weeks seeking employment, thus keeping the unemployment figure high.

A March survey of future labor needs among employers, together with recent reports from agriculture and construction, forecast that nonmanufacturing industries would lead the job parade with seasonal boosts in work during spring and summer months.

Manufacturers Uncertain The picture was cloudy in manufacturing industries, with employers reporting expectations varying from minor changes to great changes in the working force.

Fifty-one labor market areas said only minor changes were expected, 22 saw moderate to substantial increases in the offing, and 10 were looking for declines.
