The Consul of the United States for Madrid, has been arrested by the Spanish patriots, who found upon him dispatches relative to South America, from Murat, crimsoned vice-usurper for Bonaparte, at Madrid, to the French consul at Philadelphia, but covered by an envelope addressed to Mr. Madison, our secretary of state. Hence results,

A DILEMMA.

Either the consul knew the deception of the false cover, or the secretary of state was relied upon to permit his name to cover French dispatches. In either case, we are sorry that the respect due to publick dispatches and to publick characters should be diminished by wantonly abusing their privileges for the purposes for which they were not intended.
