Capt. David Payne died in the Four-Court Marshalsea after six years confinement. He perfected gunpowder manufacture in this Kingdom, now the best in Europe, and discovered a method of making salt-petre as good as imported at small expense, to propose to Parliament, which would save great sums if practiced. Creditors refused his offer to give up effects almost sufficient to pay demands, leading to his confinement and death.
