COLUMBUS, O., March 27-- Don H. Ebright, a candidate for the Republican gubernatorial nomination, recommended today the State Welfare Department be reorganized and its operation be placed under more than one administrator.
Ebright charged that Civil Service employees of long tenure have been laid off by State Welfare Director John H. Lamneck "to make room for new political appointees without experience."
The six-term State Treasurer said he believed it impossible for one individual to efficiently control the Welfare Department's operations.
"Too many institutions," he explained, "have come under the jurisdiction of one administrator. The job simply has become bigger than one administrative head can handle."
Ebright said his proposal for dividing the administrative duties of the department not only would prevent it from being a target for political manipulation, but would result in more economical use of the tax dollar.
