The increasing number of cases for assault and other misdemeanors which are coming up for trial before the police justices at New Whatcom, together with the recent robbery on Elk street, makes it appear as though the migratory spirit is impelling the hobo element in the direction of the Bay in search of winter quarters. If so, the severest measures should be at once taken to maintain the quiet and safety which have heretofore characterized the Bay cities. The ounce of prevention theory is of excellent and undoubted value in its application to scamps of this character. The police force of the Bay should act promptly and without hesitation in dealing with this element, while the carefulness of the officers should be supplemented by the fullest application of the law on the part of the police justices.
