Extract of a letter from Vienna, July 12.
The Magistrates of Buda, in Hungary, having asked leave of the Emperor to erect a statue to him, the following is the answer he wrote to them with his own hand; an answer which does him more honor, than all the monuments in the universe do to those sovereigns in whose honor they have been erected.
"When prejudices shall have given place to sounder notions, respecting a sincere love for the country and welfare of the monarchy; when every individual shall contribute with pleasure to the necessities of the State, and to the general safety and prosperity; when the people's minds shall have been enlightened; and simplified studies shall have diffused a knowledge of religious truths, and of the civil laws; when the progress of agriculture shall have brought a very numerous population; when emulation shall have given life to every class of citizens; when the manufacturers shall flourish; when all the products shall circulate freely through the whole extent of the monarchy and disseminate riches therein: then let the statue be raised to me; but not now, the city of Buda has yet only obtained from me a greater consumption of its wines, and, by the removal of the Tribunals of Presburgh, now transplanted within its walls, a higher price for their houses."
(Signed) JOSEPH.
