Mr. Grundy replied in favor of the bill and offered an amendment providing that it should take effect only on lands already in the market.
This amendment was adopted without a division, although Mr. Clay remarked that it would be nugatory, because the bill itself would establish a principle that would be used in future legislation on the subject.
