Republican Elmer L. Andersen has had a good civil rights program during his term of office, one which started when he was first elected to public office as a state Senator.

Karl Rolvaag, the DFL candidate has always had a good civil rights posture from the time he served as state chairman of the DFL all through his three terms as lieutenant-governor of the state.
