Chairman Taylor referred to what he said had been complained of frequently by witnesses that the companies had refused and objected to do proper timbering in places in the mine. Mr. Rees objected to the form of the question. He said that the evidence had been that certain bosses had refused to do this timbering, not the companies.

"I will say right here," said chairman Taylor, "that it is the bosses above the men who are trying to make a record for efficiency, who seemed to have caused all this trouble here, if, as it had been testified, it is hard for the men to go higher up with their complaints."

Mr. Rees said:

"We intend to show something about that, and I will say it has been a custom for years to endeavor to get the men to come directly to the manager with their complaints."
