The Popular Vote at the Presidential Election.
The Baltimore Sun has made a careful revision of the returns from all the States of the popular vote for President of the United States in 1880.
The total vote of the country is 9,200,794 divided as follows:
James A. Garfield (Rep.) 4,487,981
Winfield S. Hancock (Dem.) 4,444,313
James B. Weaver (Greenback) 307,063
Neal Dow (Prohibition) 9,644
Scattering 1,793
Total 9,200,794
Hancock's majority over Garfield, consequently, is 6,332
According to the popular vote Hancock is undoubtedly President, but by our system of voting by States Garfield is the successful candidate. Whether this last method is an exact expression of the popular will may be considered extremely doubtful. In our system of government it seems to have been impossible to reconcile all the jarring elements, and until some new mode be devised, we shall be compelled to submit to any inconvenience to which we are subjected
Chancellor Kent, in a volume of his Commentaries, comes to the conclusion that if ever the liberties of the nation will be endangered, or its tranquillity disturbed, it will be upon the choice of a President. In the Presidential canvass of 1876 the country was in suspense for months as to the really elected candidates. Such a crisis may again occur.
Would it not be the part of wise legislation to prevent any such untoward event?
