SEATTLE. A— Recognition of
historic
fishing rights
by
the
Law
of The Sea Conference
in
Geneva
is being
sought
by
the
State
Department,
Under
Sec-
retary
Christian
A.
Herter
dis-
closed here
Friday.

Herter
said
this
would
pro-
tect
Pacific
Northwest fishermen
no
matter
what
the
conference
does
about
changing
the
present
three-mile
territorial
limit
on
offshore
waters.

"We
are
trying
to
have
re-
tention
of historically
established
fishing
rights
written
into
the
language
of
any
new
treaty
adopted
by
the
conference
that
deals
with
sovereignty over off-
shore
waters," the
Under Secre-
tary told a news conference.

Herter said this would preserve
the rights of Pacific
Northwest
fishermen to operate
along
the
British Columbia
coast
outside
the present three-mile limit.

Loss
of these
fishing
grounds
would cripple Washington's fish-
ing industry, state officials said.

The Geneva conference appar-
ently has deadlocked over a pro-
posal for extending the offshore
limit to 12 miles, but Herter said
support is growing for a compro-
mise plan by India which would
allow
each
nation
to
establish
its own limit between 3
and
12
miles.

"This

Canada
over
West
Coast fishing grounds
even

'historic rights' pro-
vision is not adopted," he said.
