The Monitor of Saturday last, in Answer to the Second Letter to Lord B**rn, says, "The Minister that should attempt to exculpate himself by alledging his own Protest against the Measure, condemned by the Guardians of our Country, would find himself in a worse Situation, than one pleading Ignorance and Incapacity. He that knoweth what is right, and doth wrong, in his own Judgment, upon the Authority of a C.......C......., would draw upon himself, an Aggravation of Guilt; because he must know, that they are also subject to the Authority of Parliament: if not, the Head of a Faction in the C.......l would rule both K....... and People; and escape Justice. Therefore upon the common Principles of Equity and Reason, we must believe, that the Right Honourable Gentleman would have been responsible for the Consequences of that Measure, against which he protested, had he remained the chief Agent in carrying it into Execution.?"

And speaking of the late great Minister's Conduct with regard to Spain, he observes, "That nothing distinguishes the Capacity of the Statesman in Mr. PITT, more than his consummate Policy to crush the French Power, before he shewed any Dissatisfaction with Spain; and his just Resentment and Readiness to treat Spain as an Enemy, as soon as the French Agent produced a public Evidence of the Spanish Intentions to break the Peace with Great-Britain, in Favour of his Master."
