ROCHESTER, N. Y.; (AP) - Rear
Admiral John S. Thach, key officer in U. S. anti-submarine defense, said yesterday a dozen Soviet submarines, packing intermediate-range missiles "could wipe out 70 per cent of our economy in one surprise blow."
Thach did not say, in an address prepared for an antisubmarine conference, whether the Soviets have missile-firing submarines. Moscow has announced development of a 700-mile missile to be launched from submarines.
"Not one single square inch of the United States is more than 1,500 miles from submarineable waters -
and 1,500 miles is just medium range for today's missiles.
Most of our population sits at point-blank range, with only minutes early warning,"
Thach said.
Thach said the United States needs some sort of undersea early warning radar that can make the oceans as transparent as the air.
