GENERAL ASSEMBLY.

Thursday Afternoon, May 6.—In the House, the rules of the last session were adopted, and the following Standing Committees appointed:

On Finance—Messrs. Chase, Church, Champlin, Ichabod Davis, Holden,

Judiciary—B. Hazard, Pratt, Rhodes, Updike, Medbury.

Corporations—Robbins, J. H. Arnold, Haile, Potter, Sprague of Warwick.

Education—Ennis, Babbitt, Steere, Thomas James, Hopkins

Accounts—Trevett, Remington, J. Davis, Updike, D. Greene.

Militia—J. H. Weeden, Steere, Haile, Westcott, Champlin

Convicts—E. R. Potter, Sisson, Shippee, Ennis, L. H. Arnold

Petitions presented, of John E. Brown, broker in Providence, praying for right to use a license transferred to him by George Payne, who has left the State—referred to Finance Committee. Providence Marine Artillery, for alteration of Charter, so as to have liberty to elect a part of their officers from members who are not seamen. Of Daniel Waite and others for incorporation as the Mutual Humane Working Class Society

Mr. Potter said this seemed to be a new class. The Speaker said it was a deserving class, and he hoped a numerous one. Mr. Bull thought there was no necessity for an act of incorporation. Mr. Arnold said he believed the petitioners to be deserving young men, and he could see no harm in granting them an act of incorporation. The Mechanics' Association in Providence, had been highly beneficial. The proposed society was on a similar plan, and proposed a smaller admission fee. He saw no reason for refusing their request. The Mechanics Association had no objection to the incorporation of this Society.

Mr. Potter, moved a postponement till next session. He wanted to put something into the Charter to make them work. In New York they have 50 of these parties. Some were called the Skidmore party, and one, one thing and another. He should be for taxing these corporations, a hundred dollars for their charters. We were incorporating every thing in R. I. and should by and by incorporate a man to do his own business.—The petition was laid on the table

[The insinuation made by Mr. Potter against the principles of this Society, is wholly unfounded. They have no connexion with what is called in New York, the working people's party.]

Petitions of 2d Baptist Society, in Providence, for liberty to tax pews, referred to next session. Of Westminster Debating Society, for Incorporation, opposed by Mr. Potter, and referred to Committee on Education. Of Universalist Society in N. Providence, to raise money by Lottery. Of Johnson & Davenport, to draw 16 classes more in the Coventry Lottery. Of Benjamin Dexter, Jr. to petition or divorce to Supreme Court. Of 17 Convicts for liberation. Of Lonsguisset Turnpike Co. Of Independent Company in Cumberland, relative to the number of trainings in a year. The above were severally referred to Standing Committees.

Friday Morning, May 7.—The only business done this morning, except the election, was as follows:

Petition of Benjamin Dexter, granted; of Newell Phettiplace, &c. report of referees received and confirmed. The committee to survey the proposed road from Providence to Norwich landing, on petition of Duty Greene and others, were continued till the next session.

Petition of Bristol Commercial Bank to reduce capital stock from $150,000 to $120,000; granted. The Bank had lost rising $27,750 by failures sometime ago.

Mr. Trevett, of Newport, moved a committee be appointed to report a bill allowing the town of Newport to appropriate its part of school money to building a house for a public school; referred to Messrs. Ennis and Pratt.

An important act was read the first time, altering the law in relation to property placed in hands of consignees by agents. It was referred to Messrs. Tillinghast, Pratt and the Attorney General, to report next session. A motion to print it, was opposed by Mr. Potter, and lost.

O The Pews in the house occupied by Grace Church, will be rented at auction, on Monday, the 18th instant, at four o'clock, P. M. for the term of one year.
