Among the late communications of the Supreme Executive of the state of Pennsylvania to the General Assembly, is the following,

"A letter from John Jay, Esq. dated office of foreign affairs. New-York, transmitting the copy of a letter received from the honourable Mr. Adams, dated last March, and copies of the papers enclosed in it, which are under consideration. In the mean time he thinks it improper that they should get into the publick prints. That the treaty with Portugal is on the eve of being concluded, but that with the Barbary states has not a very promising appearance; and it is much to be lamented, that the state of our treasury is so inadequate to our exigencies."
