Preparations in Asia-A Special British Messenger on the Way to St. Petersburg-The Roumanians and the Dobrudscha.

London, Nov. 24.-A St. Petersburg dispatch says: The Russian governor of Turkistan has been instructed to be prepared for all contingencies.

A special Queen's messenger started for St. Petersburg Saturday, with important dispatches.

A dispatch from Bucharest says that the entry of the army into the Dobrudscha, which was fixed for Monday, Nov. 25th, has been suddenly countermanded.
