New York, November 23. - A special says an officer on General Banks staff writing to a friend here says: Large quantities of cotton has been captured near Brownsville, and expeditions had been sent up the river to get all they could find. Union men at Brownsville who hailed with delight the capture of the place by our forces were forming themselves into defensive organizations and rendering valuable services as scouts. Cotton which will be thrown into the market by our occupation of Texas will reach 250,000 bales. The amount stored on the Rio Grande is immense. The day of General Schofield's resignation is past. His order to recruit from slaves just the same as from white men is out. The President yesterday in course of conversation remarked that "the next two weeks would be the most momentous period of rebellion."
