HERTER SAYS RUSSIANS BLUFFING IN CONGO

WASHINGTON (A.P.)—Secretary of State Christian Herter said yesterday the Russians are bluffing by threatening to send Soviet troops into the Congo.

At the same time, he accused the Soviet government of "a deliberate unilateral attempt to obstruct the United Nations efforts" to restore peace to the riot-torn African land.

Herter backed up a pledge that the United States would take whatever action is necessary with other countries should Russia send troops to the Congo against the United Nations wishes.
