We received yesterday, papers from the city of Mexico to the 11th of March. By what we can learn from these papers, the Santanista movement has not gained much strength since our last advices. On the occasion of debating in Congress the resolutions relative to the return of the expatriated chieftain, Col. Navarro submitted a long communication in defence of his own conduct and that of Santa Anna. On the night of the 8th the notorious Gen. Perdigon Garay was arrested, and would be sent to Puebla. He was suspected of being the leader in an anticipated insurrection.
Public Instruction.--Two free schools have been established in the State of Puebla.
Sentenced.-In the city of Oaxaca, three celebrated criminals have been condemned to death- Manuel Gonzales, Candelaria, and Maria Domingo Leon.
Vera Cruz.-The Legislature of this State has authorized the Government to station four parties on the Perote and Orizaba roads, for their protection.
Postal Reform.-The Legislature of the State of Jalisco has petitioned for a reduction in the rates of postage.
Sonora.-The Legislature of Sonora was to meet on the 8th.
Tampico.-In this place every thing is quiet and settled. El Monitor praises Gen. Francisco Garay and Gen. de la Vega.
Mazatlan.-News from Mazatlan to Feb. 26th represents the California emigration continuing vigorously as ever. The 'Maria del Rosario' was to leave on the 26th, with 73 passengers and a crew of 15.
Guadalajara. -El Correo advises Mexicans not to go to California, in consideration of General Smith's order forbidding foreigners to trespass at the mines. ... The Socialiste, a paper lately started at Guadalajara, has been abandoned.
Guerrero.-The district of Coyuca has declared itself an integral part of the State of Guerrero, renouncing all connection with the Government of Michoacan.
Altamira.-The authorities of this town have petitioned Congress to open the port to foreign commerce.
Puebla.-The Legislature of this State has passed resolutions adverse to Santa Anna's return. The same has been done by Vera Cruz, Jalisco and San Luis.
Gen. Minon.-This officer is much praised for his efforts against the Indians in the northern departments.
Defensive Measures.-It is suggested that the Legislatures of the States of Coahuila, Chihuahua, Nuevo Leon, San Luis Potosi, Sinaloa, Sonora and Zacatecas, should each appoint a committee, to meet in the city of Leona Vicario, (Saltillo,) for the purpose of adopting some general plan of defence against the Indians. The Legislature of Durango has authorized the purchase of 1500 muskets, to be used against the savages.
Chihuahua.-D. Angel Trias has become Governor of this State.
Killed.-The famous criminal, Carlos Toral, was killed while trying to avoid arrest.
Railroad.The materials for the construction of the railroad between Tacubaya and the capital are almost all in Vera Cruz, and the work will speedily be pushed to a conclusion.
Gen. Smith's Order.-Gen. Smith's order was received in Mazatlan, and caused some excitement; but in spite of this, says a letter from that port, dated the 17th ult., 'the Peruvian bark Fanny will leave in a few days for California, with 150 passengers.' The Fanny sailed on the 18th, and Sr. Monteagudo, an officer of the government, went in her.
