The
treaty will be open to signature after
the current Assembly ends. Another urged
governments to give widest publicity to important UN
decisions. A Russian proposal, implicitly accusing Western countries
of furthering war propaganda, was
defeated, 35 to 9, with fourteen abstentions.
SELF DETERMINATION
In another action which aroused
the anger of the so-called Colonial
powers, the Assembly finally approved
three proposals, all aimed at
furthering the right of self-determination
of dependent peoples.
These items were largely supported
by the Russian bloc, the Asian-Africans
and the Latin Americans. Countries
which administer dependent territories
were resentful of what they called unwarranted criticism
from the supporters, and argued that any mad rush toward
self-determination of peoples
was harmful without sensible preparation.
The UN General Assembly has
closed, but will reopen on February
24th. In the closing session, the
Russians accused the United States of using Korean and Chinese prisoners
of war as "guinea pigs" in
atomic war experiments.
The Russians even went so far as
to accuse the United States of using
such prisoners in "flame throwing"
experiments, to test reactions
on the human body.
This will undoubtedly be an important
item on the agenda when
the General Assembly re-opens on
February. The United States, of
course, has denied the charges.
