HOUSE OF REPRESENTATIVES

SATURDAY, December 5.
Mr. M'Kim presented the petition of Joshua Barney and others, owners of a number of private armed vessels, stating that they had fitted out a number of private armed vessels for the purpose of annoying the commerce of the enemy—that during their cruise they had captured a number of American vessels having on board British manufactures, which they conceived were coming into the U. States contrary to law—that part of these articles they believe were British property—that the government had interfered in behalf of such property and they were apprehensive intended to release all the property, and praying Congress to take the subject under consideration, and grant such relief as may be deemed proper. Referred to the committee of ways and means.
Mr. Dawson presented two petitions which were referred to the committee of claims.
The house in committee of the whole again resumed the consideration of the Report of the committee of Ways and Means on the subject of the late importations of British Manufactures.
Mr. Roberts continued his observations in favor of the report; he occupied the floor about one hour and a half, and when he sat down the committee rose reported progress, and had leave to sit again.
The Speaker laid before the house the annual report of the Secretary of the Treasury, which was read and committed to the committee of ways and means.
