PRESIDENT'S MESSAGE.

The President's Message reached the Post Office in this city at 25 minutes past 10 o'clock last evening, by government express, having left Washington at 13 minutes past one: thus accomplishing the distance (220 miles) in the remarkably short space of nine hours and twelve minutes!

It presents an encouraging view of the state of our public affairs, both foreign and domestic. The condition of the Treasury is better than we anticipated. The revenue during the past three quarters, from all sources, amounted to $26,616,593 78, of which more than fourteen millions were from customs, and about $1,000,000 from the public lands. The expenditures were about the same as the receipts. On the other hand, about eight millions have been applied towards the payment of the public debt, and $600,000 has been divided among the States, under the Land distribution law. The actual revenue may have about equalled the actual expenses of the government. It is estimated that there will be a deficiency of about half a million of dollars on the 1st of January next.

The President recommends a partial revision of the Tariff—so far as to correct its most prominent faults,—and the establishment of a warehousing system. The exchequer scheme is still a favorite measure with the President. The expenses of the Post Office Department have been brought within its income, which exceeds that of 1841 in the sum of $166,000. The Message embraces comparatively few topics.—Journal of Commerce.
