PHILADELPHIA, March 27.

The General Assembly, desirous that his Excellency BENJAMIN FRANKLIN, should sit in the Convention intended to be held in this city in May, for the purpose of revising the federal constitution, have passed a supplementary bill, enacting, That his Excellency Benjamin Franklin, Esq. be, and he is hereby appointed and authorized to sit in the said Convention as a deputy from this state - in addition to the petition heretofore appointed, and that he be and hereby is invested with like powers and authorities as are invested in the said deputies, or any of them.
