TRUTHFUL KELLOGG.

The so-called Executive of this State attempted to make a little cheap capital by proclaiming in the Levee Convention last Saturday, that he had caused the arrest, trial and conviction of a negro Radical tax collector, in Plaquemines parish. This specimen office-holder of Kellogg's Government was charged with embezzling the money he collected, was found guilty and sentenced to the Penitentiary. Kellogg exulted over the idea, and boldly stated it that this Leon Courcelle spent the money to secure the election of Greeley and the Fusion ticket. This is utterly false, and the usurper knew it when he made the statement, but so given is he to mendacity that it seems impossible for him to tell the truth. The humiliating exposure, made in the U. S. Senate, of his barefaced falsehood, should have been a lesson to him never again to misrepresent facts.

It matters very little whether Courcelle was a Greeley or a Grant Republican. Suffice it to say he was a negro, a Republican and an officeholder of Kellogg's government. But the facts show that he was a member of the Grant State Central Committee during and since the campaign, and is so now, we believe, although sentenced to the Penitentiary. He was also a delegate elect to his parish convention of the Kellogg party at the time of his conviction and was one of the most active supporters of the usurpation.

On his trial he admitted his guilt, but plead in extenuation of his offense, that the money he had embezzled had all been spent in the interests of the party to which the Judge, the District Attorney and the jury belonged. But through the impartiality and integrity of Judge Pardee, and the zeal of Attorney McKay, and not through any efforts of Kellogg, as he claims, Leon Courcelle was convicted. Since then, we are informed, a petition has been signed by all the leading Republican politicians of the parish, setting forth the fact that the offense of which Courcelle is guilty, having been committed in the interests of Kellogg's election, therefore he is entitled to, and should receive Executive clemency. Such are the facts in this case, as the record will prove, and were known to Kellogg at the time that he attempted, by stating a falsehood, to bring the Fusion party into contempt.

Now for the promises of this would-be virtuous and patriotic Governor to remove from office any one guilty of malfeasance or improper conduct. Let us see if they will ever be fulfilled. He has an opportunity now to make them good in the case of the charge preferred against the negroes Butler and Mahoney, of this same parish of Plaquemines. Both of these darkies are appointees of Kellogg, and fill positions in the police jury and on the school board. In the latter capacity, Brown, the negro Superintendent, in his last official report, charges them specifically with embezzling the funds belonging to the public schools. Is not Kellogg aware of this fact? Most certainly he is and yet he permits these ignorant and corrupt negroes to continue in office, and thereby approves of their peculation and rascality. If there is any sincerity or honesty in the profession of Mr. Kellogg, certainly here is a prominent instance for the fact to be demonstrated. Will he act? No! Butler is a Senator and Mahoney a Representative, and ignorant and venal negroes as they are, Kellogg fears them and dare not remove them from the position they prostitute and the government they disgrace. So much for Kellogg. Next!
