Aussies Back India Truce Plan For Korea

UNITED NATIONS, N. Y. (INS)-Australia proposed Friday that UN gamble on India's war prisoner compromise resolution in the hope the Communists will accept a Korean truce on that basis without seeking additional concessions.

Sir Percy Spender, permanent Australian delegate to UN, urged the Political Committee to lay aside all resolutions except India's.

A U. S.-drafted 21-power plan calls on Red China to accept truce on the basis of voluntary repatriation of war prisoners.

The India plan proposes that all war prisoners be sent to a demilitarized zone and released under supervision of a four-power commission headed by an "umpire" for breaking deadlocks. Those prisoners refusing to go home would be referred after ninety days to a political conference.

Speaking 24 hours after Britain's Anthony Eden touched off the drive for a new approach to a solution of the Panmunjom deadlock, Spender warned that UN approval of the Indian plan might lead the Reds to use UN approval of the Indian plan as a bargaining counter for new concessions.

He said this was a "calculated risk" that the UN must take in the interest of a truce agreement.

Australia proposed that the UN Political Committee adopt India's war prisoner compromise resolution for a Korean truce, setting aside other resolutions including the US-drafted 21-power plan for voluntary repatriation. India's plan involves sending prisoners to a demilitarized zone under a four-power commission with an umpire, referring non-repatriating prisoners to a political conference after 90 days. Spender warned of the risk that Communists might use UN approval as leverage for concessions but called it a necessary gamble following Eden's initiative.
