According to the Philadelphia Record, "the tide of migration now flows away from our shores in greater volume than towards us." This is a very gratifying piece of news, if it is correct. There is need for a reduction of the idle population of the country, and if those unnaturalized immigrants who have arrived to swell the volume of the unemployed will kindly go home, they will thereby win the gratitude of the natives. The condition of affairs that obtains in almost every city of the country and especially in the cities of the north and northwest should warn congress that the immigration question is one that must receive attention at an early day, when radical departures from the existing immigration system must be adopted. There should be a halt in immigration, at least, until the immigrants already here have been better distributed throughout the country. So long as the great cities and certain sections of the country are congested with new comers, so long will there be idleness, armies of unemployed and starvation. What is needed is to divide the surplus population of the north and northwest between the south and southwest. The south can accommodate thousands of white workers with excellent farming lands. But no loafers are wanted.
