In one county in Alabama where the total vote has been in the neighborhood of 6,000 the total registration under the new law is 1,200, and of this number there is only one negro. It is said 2,000 white people are disfranchised in that county by the new law. An educational qualification cannot be said to apply solely to the colored vote. Every one knows that even in this State there are hundreds of white citizens in every county who could not explain the constitution or even read it intelligently. So in adopting such a qualification we must calculate upon disfranchising a certain per cent of the white population. — Little Rock Democrat.
