The following was adopted as the amendment of the 10th section of the 5th article of the constitution:
"The clerks of such inferior courts as may hereafter be established, which shall be required to be holden in the respective counties of this State, shall be elected by the qualified voters thereof, and shall hold their offices for the term of four years, and be re-eligible: and shall be removed from office for mal-feasance or neglect, in such manner as may be prescribed by law."
July 22.—The Convention yesterday in committee of the whole, adopted sundry important propositions, providing,
That the different counties in the State shall be laid off into districts of convenient size, so that the whole number in each county shall not be less than ten nor exceed twenty five, and that there shall be two justices of the peace and one constable elected for each district by the qualified voters thereof, the former for four and the latter for two years.
That the sheriffs shall be elected every two years by the qualified voters, and be re-eligible.
Coroners and Rangers to be elected by the justices of the peace for a term of two years, and to re-eligible.
State Treasurers to be appointed by the Legislature for a term of two years.
Registers of Land offices to be elected by the people of their respective districts for a term of four years, and be re-eligible.
All militia officers to be elected by the persons subject to military duty within the bounds of their several companies, battalions, regiments, brigades and divisions.
Ministers of religion ineligible to either branch of the Legislature.
Persons denying the existence of a God, or a future state of rewards and punishments, ineligible to any office in the civil department of the State.
Persons who shall fight a duel, or bear or accept a challenge, or aid or abet in fighting a duel, to be deprived of all the rights of citizenship in this State.
In a day or two it is expected that various amendments will be reported by the committee of the whole to the house, when they will severally be taken up and passed upon.
July 29.—The Convention yesterday took up the report of the Committee of the whole, and proceeded as far as the 5th section of the 1st article of the constitution which is still under consideration. The second section was amended so as to limit the number of representatives to 75 until the population of the State should exceed a million and a half, and never thereafter more than 99—provided that any one of the small counties, having two thirds of the ratio, shall be entitled to one member—representation to be apportioned according to the number of qualified voters.
The number of Senators not to exceed one-third the number of the Representatives.
The first election for Senators and Representatives, under the new constitution to take place on the first Thursday in August, 1835.
