The House, on yesterday, passed a bill introduced by Mr. McKernan making an appropriation of one thousand dollars for the purchase of a location for the erection of a heavy artillery battery on the coast, the battery to be furnished by the U. S. Government as soon as the site is secured. All sea board States are to be thus supplied on like condition. As the three seacoast counties will compete for the location, it is quite probable that it may be secured without expense to the State. The bill provides that the land purchased or donated shall be sufficient for an encampment of the State militia when ordered by the Governor. We hope the Senate will give the bill its prompt approval.
