The last accounts from Europe inform, that Mr. Nourse (whose arrival in England was mentioned in our last) the bearer of dispatches to our Minister, Mr. Pinckney, at the Court of St. James, has left London, on his return to the United States. It appears by the latest intelligence, that affairs between this country and Great Britain remained much the same. Accounts from Holland state, that on the 17th of April, Bonaparte issued another decree against American commerce, which goes to make all our vessels legal subjects of capture which are found at sea, subsequent to that date. We have little or no doubt of the correctness of this intelligence.
After the commission of so many insults and aggressions as have been committed on the citizens and property of the U. States, and which we are doomed to suffer, owing to the defenceless and unprotected situation of our commerce, is it not matter of astonishment, that there should be a single advocate for that policy which suffers it to continue? Yet there are many so blinded by party views and party prejudices, that they still continue zealous supporters of a system of measures which daily undermines and destroys the independence and prosperity of the United States. -- Their opinion is, that Bonaparte can "do no wrong." -- A democratic member of Congress has declared, that "whoever is opposed to Bonaparte, is an enemy to his country, and to God!!." An editor of a democratic paper, who advocates the election of Mr Madison to the Presidency, declares that the French government has treated this country with moderation and friendship! Mr Randolph has declared, that Mr Madison has said, "France wants money and must have it."
