CHICAGO-UP-Civilians are finding it increasingly difficult to convert their red coupons into beef, a state-by-state survey showed Wednesday, and the War Meat Board at Chicago disclosed that the Army, too, is feeling the effects of the severe beef shortage. The survey showed that the widespread shortage of beef was the most critical of the nation's food scarcities. The shortage was reported severe in several heavily populated war centers and in general there was little hope of immediate improvement.
