Lincoln for President in 1884-How Arthur is Worried.

WASHINGTON, March 22.-There seems to be no doubt that there is a plan to bring about the nomination of Secretary Lincoln for the Presidency. Whether the plan will be successful or not remains to be seen. Intimate friends of Lincoln say that while he is ambitious in this line, he thinks that the next campaign will be too soon, and that he would prefer to see the matter go over until 1888 so far as he is concerned. Yet should it be seen that he is the man to lead the party to success in 1884 he will not object. It really seems that President Arthur has little desire to remain another term in the White House. His stay there has not been a very agreeable one, for he has been driven to death with the cares of office and demands of all grades of his party for office. Speaking of the continuous press of business a couple of days ago he said that it had kept up constantly since the close of Congress, almost as steady as before. "I thought," he said, "that I should get some rest after Congress adjourned, but it seems impossible to get it. If I could have three days of uninterrupted quiet I could clear up the mass of business that has accumulated on my desk and is pressing upon me constantly. But I cannot get three hours, to say nothing of three days of quiet. There are callers whose business and whose position are such that they cannot be refused, and so day after day and week after week the burden continues to weigh me down."

Mr. Phillips, the President's private secretary, said to your correspondent recently that the number of callers and the demands upon the President's time seemed to have increased since the adjournment rather than decreased.
