"The new system in Spain progresses slowly, and badly, and the country is in a state of what may be called petty rebellion; these petty insurrections (headed principally by priests) extend throughout every province of Barcelona, and Tarragona, and it requires all the vigilance and force of the regular troops and local militia to keep the malcontents under. Much blood has been shed in that province lately, say 1000 men within the last month, and the servile parties are not diminished. The king's guards at Madrid have also rebelled, say 800 of them, but have been defeated, and disarmed by the local militia; they are not prisoners, but under surveillance in their quarters. The regiment of Carabiniers (Cavalry, and best in Spain) have also rebelled and as yet have made head against those opposed to them; they are now near Cordova. Cadiz is unquiet, and there are several parties of malcontents in Andalusia, also Murcia, Valencia, Arragon, and both the Castiles--in a word, in all parts of the kingdom: but, notwithstanding, it is not believed that the new constitution will be put down or the old system be revived. There is great danger that the king will meet a violent fate; he is greatly despised."
