CARSON, February 4th.—The Governor's message vetoing Senate bill No. 3—the Battle Mountain and Austin Railroad bill—was received, and the bill with the message was laid on the table. The Governor takes the ground that the bill is an attempt at special legislation by conferring corporate rights and powers upon certain persons, not in accordance with the general incorporation act.
