We have received the Knoxville Register of the 2d inst. which is filled with a narrative from the pen of John Howard Payne Esq. of the illegal and outrageous treatment that he experienced from the Georgia Guard, who in making him prisoner, and nearly a victim, violated his rights as a citizen, and the sovereignty of the State of Tennessee within whose jurisdiction he was seized and carried off. The truth of the narrative is not to be questioned; and it possesses the interest of dramatic romance. His appeal to his countrymen will not be in vain, whatever may be its effect upon the authorities of Georgia. There are no scenes in Horse Shoe Robinson or the Partisan, more graphic and characteristic than those which he relates and paints of his intercourse with the Georgia Guard.
