Extract of a Letter from Berlin, dated November 29.

"You may now assure yourself that if our monarch's brother does not declare himself a candidate for the Throne of Poland, the whole weight of the Prussian interest will be thrown into Prince Czartoriski's scale, who, in that case, will certainly be elected, as the Court of Petersburg go hand in hand with our Court in this affair. Yesterday morning a courier arrived here with dispatches from Russia, and, in the afternoon, another from the same country; but, to enquire into the nature of the letters would be vain, as our Monarch reads all the foreign dispatches himself, and does not always communicate them even to his Ministry. He knows how to keep a secret, especially if it regards himself, or his people, and also when and how to divulge it."
